Quad Boosts Maritime Security Cooperation

Under the name “QUAD at Sea Ship Observer Mission,” the Coast Guards of QUAD Countries—Japan, the United States, Australia, and India—started a project to strengthen maritime cooperation in the Indo-Pacific area.

Remarkably, the U.S. Coast Guard Cutter Stratton is carrying two officers, including female officers from each country, on the crucial cross-embarkation mission to Guam, USA.

An Underpinning for Collaboration

According to the Indian Coast Guard, it highlights the nations' combined maritime readiness through improved domain awareness, operational coordination, and interoperability.

The Wilmington Declaration, which was endorsed at the September 2024 QUAD Leaders' Summit, served as the basis for the operation. Moreover, it displays the QUAD's (an unofficial organisation) determination to fortify and advance an Indo-Pacific that is free, open, inclusive, and based on rules.

Notably, the Indian Coast Guard, the U.S. Coast Guard, the Japanese Coast Guard, and the Australian Border Force have all worked together to conduct this unique observer-at-sea mission.

Likewise, the Indian Coast Guard's involvement demonstrates the nation's commitment to a rule-based order in the region, capacity building, humanitarian outreach, and the country's vision of SAGAR, which stands for Security and Growth for All in the Region. It also complements the nation's efforts under the Indo-Pacific Oceans Initiative.

Maritime Safety Courses in London address numerous subjects, including emergency response, accident prevention, and protecting the marine environment. Personal survival skills, fire prevention, first aid, social responsibility, risk assessment, and management are all illustrated frequently in accordance with the Standards of Training, Certification and Watchkeeping for Seafarers (STCW), and the International Safety Management (ISM) Code.

Enhanced Maritime Governance's Economic Effects

The “QUAD Coast Guard Handshake,” which would strengthen maritime governance among like-minded Indo-Pacific partners and increase operational synergies and member trust, would be made possible by this mission.

Furthermore, this initiative represents a significant step towards increased maritime security, readiness, and collective resilience efforts in light of the growing global maritime challenges.

The Indo-Pacific region holds immense economic significance and is a pivotal area in global geopolitics. It supports 65% of the world's population, generates 63% of global GDP, and accounts for 50% of all maritime trade worldwide.

Because it is the route of important sea lanes for communication and trade, countries must maintain its openness and freedom for trade and business.
