Singapore and China have inked a Memorandum of Understanding (MOU) to establish the Singapore-China Green and Digital Shipping Corridor.
On October 19, 2025, Singapore's Acting Minister of Transportation, Mr. Jeffrey Siow, and China's Minister of Transportation, Mr. Liu Wei, signed the agreement.
How the Memorandum of Understanding (MoU) Works
Official information indicates that the MoU expands the two countries' GDSC cooperation to the national level, expanding on previous collaborations with Shandong (2024) and Tianjin (2023), which were established at the provincial and municipality levels, respectively.
Under this new arrangement, the two countries will work closely with industry stakeholders to support maritime decarbonisation initiatives, port and supply-chain efficiency, and the development of infrastructure, supporting technologies, and standards that support a sustainable and digitally connected maritime ecosystem.
Additionally, by promoting the use of data-driven technologies targeted at enhancing operational effectiveness, transparency, and resilience across the marine supply chain, the MoU aims to further digitalise maritime transportation.

Aligning Standards for Effective Collaboration
The two nations seek to leverage their respective advantages in manufacturing, supply chain management, and regulatory frameworks to stimulate innovation and guarantee the successful execution of digital and green initiatives throughout the maritime industry.
In the Maritime Training Academy in the UK, students explore shipping corridors, fuel types and supply, port infrastructure, vessel composition, and relevant regulations and economics, emphasising “Green Shipping Corridors” that prioritise zero-emission solutions and sustainability.
According to officials on both sides, the new Singapore-China Green and Digital Shipping Corridor demonstrates their shared dedication to innovation, improved marine connectivity, and a global movement towards a shipping sector that is more robust, efficient, and sustainable.
